(I) Reform of commercial system

1. To shorten preparation duration for business startup. It will take one and a half working days to complete enterprise registration, official seal engraving, tax receipt application, bank account opening, social security handling and other formalities. Lvliang will actively duplicate the whole process of business startup in an online manner and vigorously promote the application of electronic business licenses. 2. To make progress in the reform of separating operating permits and business licenses: By abolishing approval system, replacing approval with record filing, implementing notification and commitment and improving market access services, Lvliang will push forward the reform of "separating operating permits from business licenses" so that enterprises can use their business licenses as a single key to market access and permit operation in a two-pronged manner. Lvliang will gradually minimize the administrative examination and approval matters for enterprises, and conduct classified management for the administrative examination and approval matters related to market access and business permit according to such a reform mode. 3. To make progress in the reform of “integrating multiple permits in one”: Under the principle of integration, simplification and deletion, on the basis of “integrating five permits in one” for enterprise license and permit matters, it is necessary to launch the dynamic management of the enterprise license and permit matters in the reform of “integrating multiple permits in one”. License and permit matters beyond the catalogue, which comply with integration requirements, will be included in the reform scope of "integrating multiple permits in one" by stages and in batches. It is necessary to strengthen the mutual recognition and use of business licenses through “integrating multiple permits in one and unifying code for one operating permit" among various competent authorities, and accelerate the reform of integrating the 30 permits in one”. To deepen the reform of simple enterprise deregistration: It is necessary to expand the scope of simple enterprise deregistration and shorten the duration for simple enterprise deregistration announcement. The duration for simple enterprise deregistration announcement should be further shortened, while deregistration processes should be simplified and optimized. Those non-listed limited stock companies, subsidiaries of limited liability companies and other types of enterprises should be eligible for simple enterprise deregistration. As for such enterprises that are not in arrears with social insurance expenditures and have no employee insurance coverage, social security authorities should give timely feedback opinion on "deregistration without objection", and synchronously cancel social insurance registration. It is necessary to strengthen simple business deregistration synergy between market supervision authorities and tax authorities. Enterprise tax clearance prompts should be posted before the announcement about simple enterprise deregistration. As for the enterprises that have not completed the tax-related matters, the tax authorities should raise objections on the following day after the expiry of the announcement period. 5. To accelerate the transformation of industrial product production license to product certification. It is necessary to comprehensively review production permits for industrial products, and further reduce the products subject to license management to about 15 categories by the end of 2019. It is necessary to make more efforts for publicity of relevant policies of China’s compulsory product certification (CCC), coordinate and solve the knotty problems of post-certification supervision.
