35. To standardize government pricing procedures for water, power, gas and heat: It is necessary to encourage and support third parties to put forward pricing and price adjustment proposals and participate in public price hearing. Lvliang will improve the system of public and enterprise participation, legitimacy review and expert argumentation of government pricing, ensure that the working procedures are clear, standard, open and transparent, and make timely publicity on the official website of government pricing authorities to accept social supervision and effectively restrain government pricing. 36. To improve service efficiency: It is necessary to improve the service handling, streamline the reporting and installation, reduce the construction time, improve the service efficiency, and effectively address complicated procedures and low efficiency. Lvliang will greatly reduce the time for handling access to water, gas and heating, cancel the charges for application and handling as soon as possible, and see to it that the reporting and installation of municipal public infrastructure such as water supply, gas, heat, drainage and communication be handled upon gaining approval of the construction project planning license, and directly connected after the completion acceptance. As for the reporting and application for water supply installation, it will not take more than four working days; as for the reporting and application for gas and heat installation, it will not take more than five working days. 37. Lvliang will strengthen the supervision of monopoly industries such as electric power, telecommunications, oil and gas, urban water, heat and gas supply, strictly investigate and punish the "three designations" (designate design unit, designate equipment purchasing unit and designate installation unit) of monopoly units that violate the principle of market competition while providing services for market entities.
