To improve the credit system: It is necessary to establish and improve a municipal credit information sharing platform, strengthen the collection, sharing and application of credit information; realize access of the e-government service platform to credit information sharing platforms and credit websites, and explore the establishment of a long-term mechanism to prevent and reduce dishonest conducts. 72. To establish and improve a system of joint incentives for keeping integrity and joint punishments for dishonest conducts: It is necessary to promote a social credit system, set up Lvliang Credit Information Sharing Platform and "Credit Lvliang" website, and realize the connectivity of credit information in authorities. The authorities in all fields should formulate measures for the identification and management of the "red list and black list", strengthen joint incentives for law observance and integrity and punishments for law violations and dishonest conducts, and build a new supervision mechanism with credit as the core. 73. To promote joint trans-department supervision and "Internet+ supervision": It is necessary to implement comprehensive supervision and "intelligent supervision", practice "multitasking at once" and " comprehensive inspection at once". On the basis of promoting the use of mobile APPs of inspection and testing institutions in Lvliang, relying on the "Internet+ supervision" government service platform, through integrating regulatory business data of all competent authorities, public complaints, supervision data and public opinion data, Lvliang will realize data connectivity by the end of 2019. By applying the unified data standards, the data is incorporated to the "Internet+ supervision" platform, forming whole-process and multiple-domain status records that provide data support for trans-department joint or collaborative supervision. 74. To adhere to implementing inclusive and prudent supervision of emerging industries: It is necessary to conscientiously implement the national inclusive and prudent supervision model and standards, and hold fast to the bottom line of safety and quality. As for industries that are in line with the development direction but are problematic, timely guidance or correction should be made; as for industries with potential risks, especially related to safety and may cause serious adverse social consequences, problems should be identified at an early stage and decisive measures taken; as for industries engaged in infringement or fraudulence in the name of innovation, severe punishments should be made. Lvliang will accelerate the formulation and promulgation of measures to guide and standardize sound development of the sharing economy, actively carry out innovative research on patent intermediary supervision approaches in the context of "Internet+", encourage and support innovation and sound development of the express delivery industry and other industries. 75. To strengthen supervision priorities: It is necessary to put focus or special inspection on complaints and reports, sift out the major emergencies with serious risks and hidden dangers, follow standard inspection procedures and strict approval formalities beforehand. Lvliang will carry out special inspections on the inspection and testing institutions involved in the complaints and reports, gradually form standard inspection procedures; improve the mechanism for complaints, reports and investigation, analyze city-wide complaints, provide pre-warning to highlighted reports by the people and issue regular early warning information. 76. To step up efforts in credit supervision: It is necessary to strengthen the enterprise responsibility for publicity and improve the list system for abnormal operations, serious law violations and dishonest conducts, accelerate the classified management of enterprises’ credit risk, further promote the ability of credit risk forecast, early warning and dynamic monitoring, and carry out pilot credit risk index analysis; enhance application of credit information of market entities, promote the matchmaking of the credit information sharing platform, enterprise credit information publicity system, and department supervision system in municipal e-government service platform. The enterprise credit commitment performance should be published according to the law. Authorities should implement interactive rewards and punishments, “tolerance for deficiencies and supplement later” and green channel policy incentive for people with good integrity, while restricting and banning on the organizations and people with dishonest conducts. Lvliang will realize focus on "pre-standard, mid-inspection, post-punishment, lifelong credit", gradually apply the credit information system to government administrative examination and approval, government procurement, project bidding, transfer of state-owned land, awarding honorary titles, supervision and punishment work. Lvliang will promise to "check on every report", restrict market entities with any law violation, practice the state memorandum of joint rewards and punishments, and actively explore the establishment of a long-term mechanism to prevent and reduce dishonest conducts. 77. To reinforce credit government: It is necessary to strictly implement the system for administrative punishment discretion, separating of punishment and payment, and filing and review of major cases on administrative punishment. Lvliang will launch special campaigns to combat dishonest conducts in government affairs, and resolutely correct governments at all levels in failing promises and cases where new officials shirk previous undertakings. Governments at the county (municipal, district) levels and municipal competent authorities that refuse to fulfill their commitments and seriously damage the legitimate rights and interests of enterprises should be held accountable in accordance with the law and regulations and report typical cases in time.
