To encourage the development of supporting platforms for innovation and entrepreneurship: It is necessary to step up efforts to drive the development of major innovation and entrepreneurship supporting platforms, establish a number of platforms that serve the real economy and promote technology application, spread the integrated development of large and medium-sized enterprises at a wider range, higher level and deeper extent. Lvliang will promote large enterprises, research institutes, universities and related public service institutions to build independent incubators with legal person qualification; support production and manufacturing enterprises to build studios and forge studio brands through technology breakthroughs, solving production challenges, and refining innovation achievements; build up a number of demonstration bases or maker spaces for entrepreneurship and innovation, science and technology incubators, a base management service platform for "entrepreneurship and innovation"; promote mass entrepreneurship and innovation, encourage enterprises to actively establish enterprise technology centers at the national, provincial and municipal levels. Lvliang will continue to investigate and punish administrative monopoly cases, correct abuse of administrative power and restrict competitive behaviors. 82. To establish the market access negative list: It is necessary to strictly implement the negative list issued by the State Council in order to reduce the discretion of the government. Lvliang will cut short the list, promote implementation of “ban or entry”; fully apply the renewed market access negative list, establish a platform for information disclosure, fulfil online disclosure and convenient inquiry of the list items. In 2019, a dynamic mechanism combining real-time and regular adjustment for the market access negative list should be built, and a unified list code system established. To carry out inspection and audit on fair competition: It is necessary to implement the Detailed Rules for the Implementation of the Fair Competition Review System (for Interim Implementation) issued by the five authorities of the State Council, accelerate to formulate implementation measures for the fair competition review system in Lvliang, establish and improve supporting systems. Lvliang will launch self-inspection on the implementation of policies and measures for the unified market and fair competition; review and abolish the measures involving local protection, designated transactions, market barriers or contents that hinder the unified market and fair competition; remove local protection to ensure the fair treatments on subjects of different ownership in qualification licensing, government procurement, science and technology projects, and formulation of standards. Lvliang will explore to access schools in remote areas to the Internet via satellite broadband communication system, expand the coverage of quality education with information means and better meet the multi-level and diversified education needs, and enable people in remote areas and at the grassroots level to share quality education services. 86. To advance "Internet+ medical health": It is necessary to increase the supply of non-basic medical public services by mobilizing market resources; dictate the Measures for the Administration of Internet Diagnosis and Treatment (for Trial Implementation), the Measures for the Administration of Internet Hospitals (for Trial Implementation) and other policy documents that standardize "Internet+ medical health"; develop the remote medical service networks at the municipal, county, township and village levels, and establish dedicated internet access to meet the needs of remote medical services. By the end of 2020, remote medical services will cover all medical partnerships and county-level hospitals. To push forward to prevention and control of pollution: It is necessary to cement the achievements in the battle to protect the blue sky, clear water and pure land, thoroughly implement the eight major projects for ecological and environmental protection; improve the environmental supervising and monitoring network, step up the development of clean energy and new energy; address both symptoms and root causes of air pollution, improve the normal prevention and control mechanism, and maintain good air quality; promote water pollution control, establish river chief system, continuously improve water environment quality; launch soil pollution control and restoration projects to ensure the quality of agricultural products and safety of living environment; continue with the comprehensive management of coal mining subsidence area and ecological restoration demonstration projects of mines; advance the systems of natural ecology protection and restoration, ecological compensation, and ecological environment supervision, in order to gear up the damage compensation, protection and restoration of ecological system; explore the market-based and diversified ecological compensation mechanism and build an economic system featuring green and low-carbon cyclic development. To improve the transport infrastructure construction: It is necessary to develop the transport infrastructure network, enhance accessibility and convenience of comprehensive transport in order to build a comprehensive transport network. Lvliang will adjust the transport structure, develop a green transport system; improve allocation of public transport resources, advance integrated construction of urban and rural passenger transport, increase promotion and application of intelligence and information technology in the transport industry, and promote the system of "smart transport"; make structural adjustment of the transport structure, vigorously develop the general aviation industry and significantly increase the proportion of railway freight.
